Commissioning of the Judicial Research Centre of Enugu State Judiciary (Enugu/Nigeria): 25 October, 2010

Excerpts of Speeches

HON. JUSTICE INNOCENT A. UMEZULIKE (OFR), FCI. Arb, CHIEF JUDGE OF ENUGU STATE

"The United Nations Office on Drugs and Crime (UNODC) has for more than a decade now shown itself a veritable ally of the Nigerian Judiciary. It has become synonymous with capacity and integrity building for the Nation's Judiciary in its activities and programmes.

The need for an IT Centre for the State Judiciary cannot be over-emphasized. We live in a technologically driven, fast-changing world with the consequent effects of globalization.

The establishment of the Research Centre is only but another step forward in our quest for excellence in Enugu State Judiciary. We now have our jobs cut out for us. In this regard, I call on my learned colleagues on the bench; Judges and Magistrates, and other stakeholders in the Justice sector to maximally utilize the opportunities provided by the Research Centre to improve our performance. It is to be expected that we will all get computer literate and IT compliant in order to achieve the laudable objectives of increasing access to justice, improve timeliness and quality of justice delivery, and ensure independence and integrity of Justice Sector Institutions."

MR. SUNDAY ONYEBUCHI DEPUTY GOVERNOR OF ENUGU STATE (Representing the Executive Governor, Barr. Sullivan Chime )

"The Centre we are commissioning today is designed to provide the facilities for achieving these goals.  It will serve as a Centre for the education, training, re-training and as a research facility for all Judges, Scholars, Legal staff and employees of the Enugu State Judiciary and others around the country and even beyond the country.

This Centre will also serve as a forum where Judges, Lawyers, and Scholars from the State, the nation and the international community can convene for conferences and symposia on all facets and aspects of Law."

DR. ALAIN NKOYOCK, UNODC SNR. IT COORDINATOR (Representing Ms. Dagmar Thomas, The Country Representative, UNODC Nigeria)

"We salute the Chief Judge for his vision, wisdom, leadership, the commitment of the Enugu State Government and the entire Judiciary for the implementation of the action plan.  We are greatly encouraged and confident that the vision of a justice system which provides easy access to courts and citizens, quick dispensation of justice, and one that lives up to the highest standards of integrity and professionalism will be achieved."
